This will be pretty long, keep that in mind.
Tier revision:
Currently, Naruto is accepted as High 4-C for fighting Kaguya since Kaguya's dimension creation/ETSB scale to her stats. That however leads to a massive outlier, as nothing before or after suggests he is that strong.
Anti feat 1 (Naruto vs Madara) - I think we can all agree that Naruto fought evenly with Madara. They could both damage each other and all. Thing is if Naruto was High 4-C, he'd one shot Madara and Madara would not be able to scratch Naruto. Here's why.
Madara's tier: Chibaku Tensei calculation
Cross-panel pixel scaling and curvature calcs lead to country sized mountains, moon sized Naruto earth and many other inconsistencies, so vsbattles's terrible calcs are absolutely unusable in this case.
Tallest mountain on earth - 8612 meters
Smallest mountain on earth - 43 meters
I'll use half of the difference between the tallest and smallest mountains, which is 4284 meters. I'd say rather reasonable, considering that it'd be quite the stretch to say most of these mountains are about 4km in length.
Mountain to the left of Shinju tree = 13 pixels
This is 329.5 meters per pixel
I'll just use spherical volume calculator for all the meteors
One of the larger meteor's length - 29 pixels, or 9555.5 meters (mind you if I went for the capsule volume calculator, the volume would be lower)
Distance between the highest meteor and earth - 228 pixels, which is 75km
Volume = 456834477422.37 meters
3456834477422.37*19 = 8679855071025.03 meters3, which is the collective volume of all large meteors. Won't bother measuring the smaller ones, they'd barely affect the end result, not to mention that using spherical volume for the meteors compensates more than enough.
I'll use 3000kg/m3 for density

PE = 26039565213075090 × 9.8 × 75126 = 1.9171234e+22, small country level
There is no possible explanation as to why Naruto suddenly got quintillions of times stronger while fighting Kaguya (yes, the difference between Low 6-B and baseline High 4-C is this much).
Possible counters:
-Boil Release and other techniques Naruto used only against Kaguya
I'll repeat what I said above, you'd need proof that any techniques used against Kaguya only are quadrillions of times above the rest of Naruto's arsenal, including quintillions of times multiplier for Boil Release.
Anti feat 2 (Naruto vs Toneri) - just like Madara's case, Naruto and Toneri fought evenly. And just like the Madara fight, Naruto would one shot Toneri if he was indeed High 4-C.
Toneri's tier: Golden Wheel Rebirth Explosion
Just like the CT calcs, vsbattles tends to f*ck up their Toneri GWRE calcs as well. The backbone of their failure is that for distance between the two halves of the moon after Toneri's attack they use one shot only - the distant shot, where each of the halves is approximately shown to have been pushed about 30km.
Well, that is obviously wrong for many reasons:
-It is a fact that a few meters cut between the two halves would not be visible from that distance, thus the animators had to somehow show us - the viewers what had happened, thus they purposefully enlarge the consequences of GWRE. This is a frequently used technique in animation.
-About 30 seconds later, we get close shots on the moon and the distance is obviously not even close to what the distant shot suggests - it is only a few meters. This is not just one, but multiple shots.
-As you can tell, Toneri cut the moon right where the bright and dark side meet. However, after a while we get a look at the moon from earth and there is clearly no visible cut. A 60km cut would be easily visible.
-Last but not least, there is this shot, in which we see the distance between the two halves yet again and although hard to scale, it is clearly not tens of kilometres, more so tens of meters. The distance we see here however can not be used to calc the feat, because as I already said it is hard to scale and because we get to see this shot way after Toneri uses GWRE. Either way, it supports my argument.
Now, for the calc. What I'll basically do is simply replace the distance on vsbattles's calc with the correct one.
Naruto's official height in the last - 180cm
This is 1.89cm per pixel
Distance between the two halves = 8.25 meters
I'll assume both halves were pushed at equal speeds, or 0.91 m/s
KE = (0.5*6.2456E+22)(0.91^2) = 2.58599068E+22 joules, for the 2 halves we get 5.17198136E+22 joules , country level
Naruto directly punched Toneri during the fight when he pops up from below and barely did anything to Toneri. Later he had to concentrate all of his cloak in his arm in order to deal with GWRE, then he transferred it to his other arm in order to one shot Toneri. It is clear as day that the punch was way stronger than the one Toneri literally no sold earlier.
Possible counters:
-Naruto was holding back and decided to get serious and finish Toneri, thus he didn't transfer all of his cloak in his arm
Naruto was pressured by time. There's no holding back, playing around or any of those when the moon is flying towards earth and Naruto is risking his own life and Hinata's life. Let alone the rest of the countless lives on earth itself. Not to mention that the Kage were waiting with a charged up Chakra cannon. This obviously does not even matter that much as the difference between 6-B and High 4-C is ENORMOUS.
-Naruto destroyed the Tenseigan
The thing that was going to tank moon crashing into earth was the barrier, not the Tenseigan itself. There is no way of determining the durability of the Tenseigan outside of a KE calc, which gives multi-city block results (using the velocity from vsbattles's angsize calc, since there is no other way of determining it)
Here's my proposal: SPSM Naruto gets small country level, all of adult Naruto's forms would get country level if he was to ever get this key. I'm not sure if you can back scale adult Naruto and get teen Naruto to country level. I would also like to know where the rest of the ratings come from, because if they are based on vsbattles/narutoforums calculations, they're 99% wrong.
As for Delta, while I'm absolutely against scaling her to another not quantifiable dimension creation feat, excluding all of Momoshiki's countless anti feats, I'd rather keep it short. Outlier. Since Naruto is a tier 6 character, she can't possibly be any higher.
Kaguya will also scale to Naruto for obvious reasons, she may keep her High 4-C via dimension creation and ETSB or something of this sort.
Speed revisions:
I'll repeat myself here.
Naruto in an inferior form has FTL movement speed without any trouble in KCM alone, yet barely dodges LF in a stronger form, performing relativistic+ movement speed feat with struggle. Things don't add up.
And now that apparently 0.50c is out of the equation, you're suggesting that Lariat is SoL. But according to the profile, it seems as though Naruto has a speed multiplier. Which means that even if you use my interpretation of how things went and Naruto moved approximately the same distance Raikage did in the same time frame, even if you were to still use 0.50c for Lariat's speed, that'd still make Naruto faster than relativistic+ when you add the multiplier, which is impossible considering there's a direct contradiction later down the series.

This is a direct contradiction to Lariat being LS and even if it is, it would be an outlier for Naruto. This also supports my notion that "like light" is flowery language. Like light/like lightning are frequently used hyperboles.
My proposals: get rid of Lariat
Summary
-Naruto, Kaguya, Delta all get downgraded to either Low 6-B or 6-B, Kaguya keeps her High 4-C with ETSB and dimension creation
-Speed ratings based on Lariat get removed, SPSM Naruto, Kaguya and Delta get the speed rating from the calculation above
