Background
Born a Celestial Dragon, one of the people who rule the world via their divine right over the World Government, Donquixote Doflamingo was evil from birth according to his own brother. Doflamingo's father renounced his Celestial Dragon title for moral reasons, while the young Doffy could not accept this, being twisted into believing he was sincerely superior to 'humans' by nature of birth; when his father tried to save his own family from the cruelty of the commoners who took out their rage on the Donquixote family, Doffy felt his father was weak. After their capture and torture by commoners, Doffy swore to kill every human alive who hurt him, and then proceeded to blow his own father's head off years later with a gun as his father apologized to him. Doffy never strayed from this path of cruelty.
Doflamingo was found by Trebol some time later and discovered he had Conqueror's Haki, a gift meaning one is destined for greatness in the world. Given the Ito Ito no Mi, his Devil's Fruit, Doflamingo utilized his knowledge and innate power to maneuver himself into becoming the world's most powerful underworld broker, and building himself an 'actual' family for whom he cared.
Doflamingo proceeded to become a Shichibukai by way of bribing the Celestial Dragons with knowledge of a hidden treasure in their land of Mariejois. With this position, he proceeded to form an alliance with one of the Four Emperors, Kaido, and cement his position as an untouchable pirate of immense power. It was in this position and as king of Dressrosa that Doflamingo found himself crossing paths with Monkey D. Luffy.

Later stood back and kept fighting even after being hit by Law's Gamma Knife, which was stated to lead to inevitable death, as it leaves no exterior injury while rupturing the victim's organs, which would cause severe internal bleeding and physical trauma to the muscles and nerves. Even after the former two attacks, withstood attacks from Gear 4th Bound Man Luffy and even outmatched him in a battle of attrition)

Intelligence: At least Gifted (Has mastered his Devil Fruit in various ways and found numerous alternatives to use his Devil Fruit in exceedingly helpful ways when achieving his goals. He is an Awakened Devil Fruit user, one of very few, as by the time of his ability being revealed, there were only 4 other Awakened users introduced at the time--showing his incredible mastery over the Devil Fruit. He has proven to be a mastermind in combat, war and business, acquiring the love and favor of an entire country over-night through deception, achieving an entire kingdom of his own with excellent planning and execution. In combat, Doflamingo uses every means to mentally degrade an opponent, forcing them to become enraged and thus dropping their guard)
Weaknesses: Being submerged on sea water will sap him of his strength. Has a god complex, which although it usually doesn't affect his combat prowess, it can be exploited if approached in a specific way, such as when Trafalgar Law revealed his connection to the family of D to surprise and anger him, lowering his guard.
Notable Attacks/Techniques:
- Ito Ito no Mi (String String Fruit): A Paramecia-class Devil Fruit that allows the user to restrain and/or manipulate people with strings, or even use the strings as means to cut through matter or even body parts. The strings can also be used to connect clouds, thus providing air transportation. His individual threads are so thin that the naked eye struggles to even see them without actively searching for their location and may even be perceived as invisible.
- Parasite: Doflamingo attaches his strings onto his targets' spine at the base of the neck and manipulates their movements like marionettes. While just barely visible, the strings used with this technique are so strong that they can completely and instantly disable the likes of the physically extremely strong "Diamond" Jozu and Sanji, even keeping his victims trapped floating mid-air.
- Sora no Michi: Doflamingo attaches his strings to clouds, allowing him to move through the air.
- Goshikito: Doflamingo swipes his hand to slash his target with five strings coming out from his fingers.
- Overheat: Doflamingo shoots a thick rope made of condensed strings from his palm and whips it at the target. This could go from the sky of Green Bit all the way to Dressrosa.
- Tamaito: Doflamingo points at his opponent with his index finger and fires a small bundle of strings from it, as if he were firing a gun; he can shoot multiple rounds from both hands simultaneously.
- Black Knight: Doflamingo forms a clone of himself made entirely out of compressed strings. Doflamingo can then manipulate the clone from a far distance, but the clone seems somewhat capable of operating independently and can use Doffy's skills as well.
- Fulbright: Doflamingo creates five detached strings from his hand and throws them downwards to impale his target from above.
- Kumo no Sugaki: A defensive technique. As the name implies, Doflamingo creates a huge web made of string that protects him from incoming projectiles. This was first used to block a massive piece of the Dressrosa Royal Palace, thrown at him by Law's powers during their final fight.
- Itonoko: Doflamingo creates a string from the heel of his foot and attaches the other end to his leg. Holding the opponent down with his arms, he then uses the taut string as a saw to sever the opponent's limb.
- Shufuku Sagyo: Doflamingo uses his strings to stitch together his internal organs have they been injured, acting as a rudimentary form of first aid.
- Athlete: Doflamingo attaches several long strings to his foot and kicks his opponents, cutting them.
- Torikago: Doflamingo's ultimate technique. He exudes immense amounts of strings from the center of a palm or a previously created string construct like a string clone, unravelling it, which shoot high into the sky as a concentrated beam. When high enough, they diverge to rain down to all sides in an umbrella-like fashion to cover a large area, even the whole of Dressrosa, creating a gargantuan, razor-sharp wire-domed force field, slicing absolutely everything that passes through it, from cutting physical things to even severing such immaterial things as the signals of Den Den Mushi to the outside.
