Background
Himiko Toga is a villain affiliated with the League of Villains and was a member of the group's Vanguard Action Squad. Later on, L.O.V. and the Meta Liberation Army merged to form the Paranormal Liberation Front, and Himiko became one of its nine lieutenants.

Transform: Himiko's Quirk grants her the ability to transform into a physical lookalike of another individual, as well as copy their voice. She can only transform into people whose blood she has ingested. The more blood she drinks, the longer she has access to that person's form.
