Background
A cheerful junior student from Sakugawa Middle School. She is best friends with a classmate Uiharu Kazari, who introduced Ruiko to Misaka Mikoto, her senior at Tokiwadai Middle School.
Although she is a Level 0 with no special powers, Ruiko has good intuition and often finds crucial clues others would miss. Her favorite things are urban legends and sweets. On her days off, she often goes out to try out new desserts.

- The Bullet·Swinger is Saten Ruiko's main weapon of choice, it is a Thompson M1 submachine gun. It is equipped with a reflex sight. The stock has been replaced with a folding style stock almost similar to the MP-40. When fully upgraded, gives Saten Ruiko access to Going All Out!+.
- The Metal Case boosts Saten Ruiko's HP by 14,000 points, Defense by 17,000 points, and Max HP by 5%.
- The Memory Necklace boosts Saten Ruiko's Healing by 42%, Crowd Control Power by 38%, and Attack by 18%.
Intelligence: She's smart enough to keep up with the likes of Misaka Mikoto and Shokuhou Misaki in battle, wether against or with them, aswell as being smart enough to follow Sensei's orders flawlessly.
